Taxation has the great merit that it provides a clear floor price of carbon. So for me the preferred option is a combination - a tax, but with the ability to reduce it through trading, getting the best combination of a floor price and efficiency of investment. Most people think that a price of something around 40 dollars a tonne of carbon dioxide (CO2) to producers would do the trick. On the other hand, for efficiency we need regulatory frameworks - very tough efficiency standards on buildings, on lighting and on personal transport. Dollar Rallies on Strong Empire State and Hawkish FOMC Minutes
The Bank of Japan is expected to leave interest rates unchanged tonight at 0.25 percent. No surprises are expected from Fukui who only recently confirmed his hawkish stance. The BoJ will also be releasing their monthly report. It will be interesting to see if the central bank has any comments on the Q3 GDP release. For the time being, short yen carry trades are still working, but policymakers are increasingly concerned. The Japanese government is specifically afraid that a massive carry trade unwind would send the yen skyrocketing, which in turn would cause a big blow to their export sector. Commodity Currencies (CAD, AUD, NZD) - The Commodity Currencies were all down for the day on the back of weaker economic data. Australian wages rose by a less than expected 0.8 percent in the third quarter while house price growth slowed from 3.5 percent to 2.2 percent.
Nearly 200 Pa. schools, districts received recalled beef
HARRISBURG, Pa. - Philadelphia and Pittsburgh are among nearly 200 Pennsylvania school districts and vocational and religious schools that are affected by the nation's largest beef recall. Agriculture Secretary Dennis Wolff on Tuesday urged the schools as a precaution to destroy any beef they received from a California slaughterhouse that is the subject of an animal-abuse investigation. The U.S. Department of Agriculture has ordered the recall of 143 million pounds of frozen beef from Westland/Hallmark Meat Co., which provided meat to school lunch programs. Wolff says the human health risk from the recalled beef is very low, but it's important for the affected products to be separated from other foods. He says other schools should also check their supplies for recalled beef.
